Updated “Blue Guide” published

The guideline for the implementation of the product rules of the EU 2022 (“Blue Guide”) was published on 29 June 2022 in the Official Journal C 247 of the European Union.

Relevance

The “Blue Guide” is the guideline of the European Commission for implementing the product rules of the EU. It is also intended to improve understanding of EU regulations.

It was first published in 2000. It includes chapters on the subjects of standardisation and market surveillance as well as on the accreditation and obligations of market participants.

The “Blue Guide” already underwent revisions in 2014 and 2016 and was adjusted to the legal situations at the time. It is intended to ensure the most uniform understanding possible of the new legislative framework (NLF) for the distribution of products. Hence, the goal of the guideline is to explain the various elements of the new legal framework and market surveillance.

Changes

The newly published guideline supplements the earlier issues. Moreover, it takes into account the latest legislative amendments and above all the Regulation on market surveillance (EU) 2019/1020.
